Its perfectly safe. Just use the request funds tab in paypal.

I think there is no problem and safe to request the money. PayPal Id is PayPal account number. so it is safe. now you can request your payment safely from your client. and their is no chance of insecurity.

both goes limited at once becoz i always use my country ip address, both accounts are unverified and have no charge back history, only my name matches with my real name.

Of course it's OK.They are just asking you to send an dispute using paypal so that they can make the payment and have a receipt for their records. Don't worry!
