you can use ATM card if your card is published by Payoneer or Tomatobank,I am Indonesian use card from tomatobank that I can purchased in my country,it cost $300 to get the card,but it gave me having US bank account,without having a SSN or EIN that always asked when people like to register to have US bank account online

You can use your Debit Card at paypal. If your ATM card have been given the option. If they have, just select "Checking Account". You can use your Debit Card to buy any product form merchants with your available amount of PayPal Account Balance.
Here I am introdcing Paypal ATM Card Fees -
ATM Withdrawal US - $ 1.00
Signature Withdrawal $ 3.00
Non-US ATM Transaction - 1%
Non-US Debit Card Usage 1%
Exchange Rate & Fee - 2.5%

No, you can not use your ATM card to verify your paypal account. only you can use visa and master card. because i think PayPal only accept visa and master card for the money withdrawal.

The Payoneer card is a Prepaid Debit MasterCard card, and can be added to a PayPal account (pending approval by PayPal).

They will attempt to place a verification charge on the card when you add it, so be sure to have the card active and loaded with funds before you try.
