Paypal was blocked in India due to some illegal action by their indian customers but now it has opened again in india and you can easily transfer or recieve payment from indians via paypal. There are some changes in it now, earlier in india paypal doen't ask for the PAN no. at the time of registration but now its must to mention you form no. in the registration form otherwise you won't be able to sign up.

it naturally became a big issue when PayPal had to temporarily suspend part of their operations here due to enquiries from Indian regulators.
The issue was resolved after about a month but users in India were no longer allowed to use the PayPal service for receiving personal payments. That?s because personal money transfer via PayPal falls in the category of ?inward remittances? and PayPal probably doesn?t have the license to run a remittance service in India.

Here's an article about PayPal in idea, but I don't have enough posts to submit the link.

From July 29, 2010 onwards, you will only be able to request for a cheque withdrawal of funds from your PayPal account.
