They charge $5.00 in my transaction, as my payment was from USA Paypal to UK PAYPAL.

Its not a big issue. Paypal always charges a small fee for sending money to someone. Yesterday i sent $25.3 to my friend and he got only $24.3, and when he sent me $20.2, i recieved only $19.2. Don't you think that they are charging fee is quite high.

If you use Personal Payments option, then sending money is free. But you're only supposed to use that to send money to friends and family.

I also want to know that why paypal charges money for sending funds to friends or family. The best way to send money without charging anything is that send money as gifts.

i have a question if someone send you money thru paypal then once you claim it do you still have to pay for it a percent or something??? i live outside U.S

No. Its not free....they will charge 2-4 percent i guess per transaction
